In the U.S. it is illegal to sell any wildlife that has been imported for resell if it has not been documented and approved by the USFWS and the importer does not have the required license. A conviction of this could lead to hefty fines and even jail time.

The U.S. Fish and Wildlife Service (USFWS) is the premier government agency dedicated to the conservation, protection, and enhancement of fish, wildlife, plants, and their habitats.

According to USFWS ( about IE License ) in order for imported wildlife to be considered legal for resale, the importer must strictly follow all USFWS, CBP, and CDC guidelines. These guidelines include having an import/export license, importation bond,  a Treatment Certification Statement, and filing documentation for all incoming shipments. U.S. Customs and Border Protection (CBP) takes a comprehensive approach to border management, combining customs, border security, and agricultural protection. All wildlife being imported into the U.S. must be inspected by customs. ( about importing wildlife through USCBP )

CDC Wildlife Import Regulations, Wildlife Laws

In order to import certain specimen into the U.S., whether personal or for retail, it may require a permit from the CDC ( Center for Disease Control. ) This is to ensure all specimens have been rendered non-infectious prior to importation.
